Its a training video and I am wondering why is she training him to stop with the reins up on his neck? I get the point of in the sence that you are not pulling on the horses mouth or if you fall forward then he/she will stop. But what about if you are barrel racing or other “fast” speed riding and you watch the people lean forward and hold the reins up high on the neck… So I am confused, and if I am then I can’t teach it!

I BELIEVE that what you are seeing is a version of a “one-rein stop.” A one-rein stop is an emergency procedure taught in advance to deal with a run away horse, sort of like you might learn to do an emergency dismount. I am not a big user of the one rein stop, but I think most people sit deep for the one rein stop, instead of leaning forward. Different strokes for different folks.
